1. Purpose

The I-CIL Governance Framework defines the principles, roles, decision boundaries, and oversight mechanisms that ensure neutrality, integrity, and long-term confidence in the I-CIL scoring system.

2. Core Governance Principles

  1. Neutrality – No commercial participant may influence scoring outcomes
  2. Determinism – Scores are produced by deterministic, rule-based systems
  3. Transparency – Methodologies and audit outcomes are publicly documented
  4. Separation of Powers – Governance, operations, and computation are separated
  5. Append-Only Integrity – Historical records are never deleted or overwritten

  • Must not override scores or disputes
  • Must not modify methodology unilaterally

6. Standards Council

Purpose

Governs rules and methodology, not individual outcomes.

Allowed

  • Approves scoring methodologies
  • Reviews systemic risks

Not Allowed

  • Review individual scores
  • Review individual influencers
  • Interact operationally with platforms

Composition

  • Senior neutral professionals
  • No employment with licensed platforms
  • No financial dependency on scoring outcomes
  • Fixed terms with rotation

7. Ethics & Oversight Panel

  • Reviews platform misuse and dispute integrity
  • Reviews process, not scores
  • Cannot alter historical records
  • Recommends platform-level actions only

8. AI Advisory Panel

AI Usage

  • Fraud detection
  • Bias detection
  • Pattern analysis
  • Stress-testing methodologies

9. Licensed Platform Participation

Rights

10. Evidence Governance
